    What is a PSD code?

    A PSD code is a six-digit number the Pennsylvania Department of Community and Economic Development gives each combination of municipality and school district. Payroll systems use it to withhold the local earned income tax at the right rate and send it to the right tax collector.

    A municipality split across several school districts has one PSD code for each part, and each part can have a different resident rate.

    Why your employer needs two

    Under Act 32, your employer withholds the higher of the resident rate where you live and the non-resident rate where you work. That means payroll needs the PSD code for your home and the one for your work location.

    The local services tax, usually $52 a year, goes to the place you work. Philadelphia uses its own Wage Tax instead. See both rates on a paycheck.
